How can I apply print operators to server 2003?

Question

I need to give a team restricted access to cancel print jobs in print queues only (manage printers I guess - print operators) and can only see the "print operator" as the only way to do this. Permissions are set for each print queue so I know it will NOT be applying the permissions this way. How do I apply print operators to ALL printers on server 2003?

I need an intelligent answer please. Nothing like why don;t you create a group and apply to the security of each print queue. Thanks
