I would think that T-shirt meant something special to him. If I were in the situation to do so, I would ask him what it meant to him. If I was just passing by on the street I would just remember the song reference and keep it in my head for a while.
If I was in a playful mood I would walk up to the person wearing it and stop dead, then wait for them to try to figure out why I had done that. I have done things like that and it always gets a laugh.
