Without knowing your investment in the house, or budget, you can either rent a 16 ft step ladder, which will be heavy and cumbersome or call an electrician.
The reason I suggest an electrician is to have a mechanism installed that will allow Lowering the chandelier for bulb changes and cleaning access.

A large ladder or scaffold is needed, you may ( based on the construction of the fixture) be able to turn the base ( the part of the fixture the buld screws into) down, but if it has glass covers forget that....You can't really turn the whole fixture upside down because of the way it is wired....Best answer is to get a different type of fixture...Good Luck

Simply get a ladder that folds . When you open it , it stands by itself. Or u can try to swing the light towards the upper balcony of your house and hold it there while u change the bulb...thats what I normally do...

Check with the local hardware store....they sell telescoping poles that have different attachments to put on the end of the pole to allow this sort of thing without using a ladder.

seriously, hire someone to do it. buy the time you pay for the equipment to do it you'll probably get up there and get scared and be out more money than you would have been in the first place. if your sweet $50 if not $100.
