I think he's dying... What I mean by that he looks like he's standing, is that he's struggling to swim upward and he can't, he keeps falling back, and he's positioned vertically...Is he dying?

It sounds like a swim bladder disfunction to me. This can be genetic or disease caused. I'll assume you have had the fish for a while and this is not typical for your fish so that would mean it's not genetic. As far as a cure would be concerned, first do a heavy water change (50-60%) and treat with a broad spectrum antibiotic. Remove the carbon from your filter during the treatment.

This can also be caused by improper feeding. Be sure you are feeding a quality flake or pellet and not over feeding on rich frozen foods. No more than a few times a week for the frozen foods is a good idea. If this is the cause a 2 day fast followed by the change in diet should see it clear up.

Of course, it's always possible the fish is old and about to die from old age.

This sound like a swim bladder disorder. By itself it's harmless, but.... The cause(s) the issue may be lethal. Often this is caused by poor water conditions and/or over feeding, but bacteria infections can also cause it. (Honestly overfeeding can lead to bad water conditions which leads to illness.)

You need to keep the betta's water clean, and the water temp in the 75-85F range. An antibiotic might be in order as well. Melafix ,or bettafix is a good start. (Personally I go with a strong broad spectrum med like trisulfa, or Marcyn plus.)

like he is standing on his tail? sounds like ammonia poisoning. change his water more often.
