I will be taking eight boys, aged 17 (lucky me?!?!?!) for a week. Since they will be spending most of their time on the beach & partying, and very little of their time in a hotel room, can you recommend a very reasonable hotel on or near the beach...nothing fancy at all...

Be careful about cheap hotels near a beach, they're are bad with roaches most of the time if they are on the sea wall. And, a cheap hotel is going to be at least $100 a night since you're heading to a tourist destination. Here are some links.

I doubt very much that you will even get one at this late date. When we go to PC, we camp at the State Park there. It is ocean front and is like $15-50 per night and we enjoy it a lot. Maybe not the best place but sure is cheap and they won't be sleeping much anyway.
