Well, there are a few -- to proect the country by maintaining the army, provide healthcare, subsidise important industries(ie. food), help the poor through welfare, protect the enviroment, represent the country around the world with diplomacy and foreign aid, and generally maintain stability within the country. If you look at countries with cradle-to-grave government you'll see a lot of good things going on.

Serve the Constitution. Protect and secure the geographical and political boundaries of the State. Succor the helpless. That should about do it
