I thought that I was hallucinating the first few times I turned the lights on with the new "energy efficient" bulbs, but every single bulb I have does that, so I assume it is normal. I have never had any problems with my bulbs either.

If you mean those twisty fluorescent ones then yes they do take a bit to warm up. If you need full light I'd turn them on at least 15 minutes before hand.

Yes, they do take a short while. I find it a nice feature actually; it means my eyes aren't burned out when I turn on a light at night.
They provide plenty of light to see by instantly, and they come to full brightness in about 15 seconds.

If you are talking about the CFL (Compact Fluorescent Lights) the answer is yes. They do have rapid start ones that might get bright a little quicker.

Yes, damn it, and most annoying... they take a second or two before they give off any light, and maybe 5 minutes or more to go to full brightness.....

yep, mine too. I have them in outdoor fixtures and it's really apparent when it's cold outside.
