Would you rather have a teacher that you dont understand a word that is coming out of his/her mouth or one that writes like they are piss-drunk?

I have had both types of professors, and I can tell you that the one who speaks with an accent is much worse. At least you can ask questions of the one who has poor handwriting.

Try taking a physics class from someone who has such a strong accent that you cannot tell what he is saying. This actually happened in my class: we kept hearing him say "naw" several times in each lecture, but had no idea what he was saying. The third week of class he finally said "naw" and pointed to the board where he had written a zero. Everyone in the class had been wondering what "naw" was, and we all said a collective "Aha!!" when we finally figured it out!

The ones with a strong accent are the worse.

I would rather have the teacher that you can't read what you write. This is because you can always ask them what the words say on the board. Atleast you will be able to talk to them!

Strong accent.
Definitely strong accent.
At least you can take your own notes if you can understand what they're saying. Or even ask them to translate what they wrote. If they're speaking in tongues, there's not much you can do.
