That depends on what kind of advertisement you want to do: a full nation wide (TV, radio, papers, etc) is several millions of dollars like from 20 to 50 millions. Internet only might be much more less but it will take longer and you'll reach less people (just because internet got many suscribers doesn't mean they are visiting the same pages you pay to be advertised on).
It all depends in what it's you market and product.
Many advertisement companies can give you a complete analysis of what is best for your service and target audience, and offer you several alternatives according to your budget.

If you are really determined to pass the work to the "pros" then I suggest that you have to look for freelancers who could do the job for you. These people are usually not working in a company and would probably cut you costs. There are websites that cater to all freelancers. Just search the web for it. However, if you still prefer to consult a company, then look for directories who offer such service.
I suggest that you also have to learn things yourself while you hire a pro to do your web poromotion. This is because web marketing is something that is continuous. While you are with a pro, try to learn to get into it too, so you will also be able to do things yourself next time.
Rates depend. But I agree that it would not be that much. Just be sure that you hire someone that is real and not a bluff. Be careful on this one too because many people out there only uses "faux" techniques to get your money. Thus, I also suggest that you have to read some stuff about web marketing.

It may not cost a bundle but you will get all kinds of offer just just try to find affiliates who give the best offers some even offer to give free trials for a certain amount of time, so do your home work and see what you come up with.;

1. Write articles about your niche and submit it to article directories.
2. Buy some ezine advertising at related ezines.
3. Offer some thing free to your visitors for intorducing few of his friends.
