The flooding of the Hwang Ho meant that the reigning dynasty lost the "mandate of heaven" and was to be overthrown by the warlords and a new dynasty was to take its place. If the trends of the dynasties is followed, when a dynasty becomes weak, then the dykes on the river were not tended to and the river would fill up and flood. The Hwang Ho actually has no true river bed because the loess from Mongolia blows in and fills it. If the dykes are not maintained, then they break and the river floods. It has changed complete course 4 times in known history.
