To keep the economy afloat, the Philippines has to successfully tackle various problems such as:
1. Rampant corruption -- millions of dollars in public money and resources are wasted because of this. Precious money that when channeled to its intended purpose will contribute to betterment of Filipinos, especially the poor.
2. Debt servicing -- it's a priority for the government right now. The idea is to target a date to be completely debt free. The external debt that the Philippines has right now is really staggering and it drains precious resources. As soon as debts are paid (which I don't think will happen in the next 20-50 years), only then Filipinos can realistically dream of living comfortably.
3. Efficient tax collection -- go after tax evaders and fine them big time. The poor and the middle class are carrying the burden right now.
4. Cut the bureaucracy -- the Philippines has to efficiently utilise time and technology. This will contribute to a better economy with lesser public servants getting paid.
5. Transparency -- a stringent and transparent accounting system to help track where monies are channeled. This will be a deterrent against corrupt people.
6. Education -- an educated and skilled workforce is an asset to any nation. And keep education affordable.
7. Population -- launch a massive education campaign to tell the masses of advantages and disadvantages of a growing population.
8. Healthcare -- keep it affordable.
Lastly, those steal from the coffers of the government deserves to be shot dead.

I have absolutely no idea. The Philippines need help so bad. Powerful nations put their factories in the Philippines and now Manila is one of the most polluted cities in the world. Many young women have no choice but to work as prostitutes or starve. The factories pay next to nothing, one lady makes necklaces all day and is paid $2.00 USD per day for work. This situation is ridiculous.
