Inexpensive....but thoughtful....make CDs for them with songs you know they like...or maybe do a romantic theme and include a note that it is for them to share with their guy or girl....or if you have girlfriends that are on a 'bitter ride', do prepare a CD about love sucking. For your single friends you can add a note that says that they may not have a significant other in their life right now, but they have a friend that has their back and thinks they are fantastic.
Include that with a bundle of 5 homemade cookies in a little clear plastic bag tied up with some curling ribbon and you have a fairly inexpensive gift, that was thoughtful and took you a little time to do, but is manageable.

Make some cookies or something. Or get some pretzels or peanut butter filled cracker sandwiches and dip them in chocolate candy-melt stuff. You can buy pre-made stuff at the store (it comes in big bars, usually) or you can make your own by melting chocolate with a little bit of oil or shortening (the microwave is the easiest way to melt chocolate.)
Candy's nice...but like on Halloween, you don't want to overload on it. Give something that lets them have a little variety.
Or the dollar store, always a good choice.

Valentines Day is associated with love, friendship, or relationships. It's not like shopping for a birthday. Valentines days is about pampering. Chocolate, or sweets is something simple. If you're willing to go an extra mile, try spa gift cards, or a day getting manicures or pedicures with your friends.

Go to your local craft store and look in the clearance section for things that you can make.
Or go to the dollar store and get some glass containers and a big thing of bubble bath. Decorate the containers and put the bubble bath inside.
It's personal, which makes it super great, they will love it.
