Dirty Harry (clint eastwood) because he goes against everyone and does not apoligize for it
Rooster Codburn (John Wayne) especially in the movie True Grit and Rooster Codburn, he drinks, swears, and doesnt care who he offends. And lets face it the patch is cool. John Wayne's characters I think are some of the toughest. In the movie the Searchers, he played a character Ethan Edwards that I think is one of the greatest characters.
Also, I think Gregory Peck's performance as Atticius Finch in the movie...To kill a Mocking Bird is pretty tough too

Lee Marvin in Emperor of the North comes second...but his performance in Point Blank...Whew!!!
Mel Gibson made a terrible remake of this character in Payback. See the original...a piece of work. Even CharlieBronson in "Hard Times"...as good as he is...doesn't quite come close to this tough guy...
I must admit to Charlie Bronson being excellent in Death Hunt...Lee Marvin agains shows himself...as the mountie trying to bring in Charlie...Bronson nails it as tough guy...good third choice for me.
