That is a standard web server error message 403. It simply states that you do not have access to the directory you are trying to access. This can be because of several reasons. There is a password that is required, there is no index file and the server is set not to show directory file listings, a header command sent from a script or a misconfiguration even.
The "Additionally a 404 not found" error means that the webserver is set up to show specific file in case of that error, but the file was not found.

It is a private ftp server that requires cartain IP's or workstations with appropriate setup to access the site. If you have received that on a page that you usually visit then it is an internal database error.

If your computer is part of a network the person in charge of the server could "forbid" certain files to certain computers on the network which means you can't access it

where you trying to do this on a firewalled computer that would do it that or if port 80 is locked on your computer (you had to lock it because its normaly unlocked)
