Oxygen is absorbed into the water through surface movement - air pumps are not injecting air into the water, they are merely causing disruption at the surface to increase the amount of oxygen being dissolved into the water. Any power filter or powerhead that disturbs the surface can replace an air pump. Hanging filter do it by pouring water in from above, canister filters can do it by aiming the output toward the surface.

Of course, an air pump never hurts either, especially if the Oscars are kept in an unfairly small tank, which is all to common.

I just got two tiger Oscars and they said at the pet shop that as long as you have an air-supplying filter, then you won't need one. If your filter doesnt supply air, then you'll need and airrator.

Not if they have filtration, and oscars are very messy fish that require very heavy filtration and large tanks.
