SLI is a method developed by NVIDIA, and I think the term "SLI compatible" is used to describe a specific motherboard or display card that can use the SLI function. Take motherboard as an example, not all kind of motherboard can support SLI, only those that mention SLI-Ready in their specification can support SLI, same thing with the video card, not all the NVIDIA video card support SLI. You can check it on their websire and find it out.
And, yes, you can use 2 graphic cards at the same time. But in order to do this, you better make sure both video cards can support SLI. Just some more information for you, ATI also has the similar technology, called the crossfire.
