Yes and they should be. If there is something in there that you are worried about, then it probably shouldn't have been brought to school.
Most schools issue the locker combination to students but there is a key that can override the combination lock in case they need to gain access to the lock without the student present. They keep bolt cutters handy for people who want to use an additional padlock on the lockers.
If you think it is stupid or unfair, about 20 years ago a student of a Junior high school where my younger brother was attending, placed an explosive device in a locker and it detonated around the time when the students were leaving to go home. Only a few minor injuries and some very shaken up teenagers resulted, but that is justification enough for me.
It was a coffee can full of gunpowder. Imagine what could have happened if it detonated during a passing period where there were hallways full of students. The blast destroyed 4 steel lockers in both directions, removed three locker doors, and blew a few windows out further down the hallway. The shrapnel tore large holes in the lockers and cinder block walls across the aisle, just like artillery does to tanks and vehicles. It was scary to see the damage afterwards, I would have hated to be there.
After that, I liked the idea of the school being able to search lockers.

Generally yes, as they belong to the school. Most schools will not go through a locker without reasonable cause, and there's limits on going through your personal stuff which is IN the locker.

Yes. When i was in H.S they used to do it every month randomly. Unless a person is suspicious of having drugs or a weapon then they go straight to that persons locker.

Yes.
If there is a belief that there might be something in someones locker that might be harmful or illegal you might want to tell that person to get rid of it and get rid of it fast.

yes they are allowed at center grove in indiana they check the lockers all the time and the students get candy and stuff
