typing text is simple enough but to get that style you'll need to run through a few extra steps
That text in the link you gave was just a simple gradiant technique. They also used a purple outline that you can find under stroke in the layer blending options. You can do a lot more with the blending options as well as using a simply layer mask to get a bubble or chrome look.
You can play around with different filters, blending modes, gradiants on the text layer which won't affect the background image. Just don't flatten the image until you're done tweaking.

open the picture on photoshop. Then you might want to open a new document about the same size as your picture just in case you make a mistake. Then go over to the toolbar on the side.
Look for a button that is has an "A" on it. then click on it and then click on the pciture. then start typing. when you are done just press enter.

there is a tool on the right hand side of the screen that you click on and form a text box
