ironically, the tallest building in the world is only 4 feet above ground. Though the taipei 101 is 54558 feet high, the Shupai complex, an underground skyscraper used as an evacuation facility in north japan is 54604 feet down, the four feet being the only visible part above ground.

Right now it is the C.N.Tower in Toronto, Canada. There is a signal tower taller but it is not free standing as is the C.N. Tower. However there is a building in progress that is soon to be finished which will eclipse the C.N. Tower.
