Hydro electric...uses falling water to turn a turbine. Think Niagara Falls, or Hoover dam.
Nuclear....creates heat to boil water, and steam then turns a turbine.
Coal...burned to boil water and steam turns the turbine.

Not an expert, but there are hydro (water), coal, and hydrogen.
Conversion of the movement of water equals electricity. Clean and inexpensive.
Conversion of hydrogen energy result in electricity and H2O (very clean). (This might qualifiy as steam)
Conversoin of the heat energy from coal or radioactive material can equal electricity. By products not green clean. Might qualify as two more steam producers depending on the instructor. I bet that one could end up with a wonderful education just by researching all the answers in this domain.

EASY! Dont use water. Its boiling point is far to high for efficient steam making. Instead use liquid nitrogen or oxygen. Their boiling points are very low (below water's freezing point!) and will boil without any energy use. Use thier steam to turn a turbine, then recool the steam to allow it to be reused in a closed cycle system.
Recool the gasses by sharing a cooloing system with a commercial freezing application. Don't pay them, but offer them tax incentives for shared use of their system.

to produce steam you need to heat the water, so basically you have to find 3 methods of heating water, and I would suggest:
1 - nuclear
2 - coal
3 - oil
(though there are many others)
