chess really stimulates the mind and i would rather play chess than read a book for 15 min in class. what are your thoughts as a teacher?

Good lord yes.
And it shouldn't necessarily be limited to after their work is done!
Have you ever noticed that your students' attention span drops to nil at some point during the day? I think chess breaks throughout the day might help! Especially if you have multiple chess boards and can put the kids in pairs or groups. That way they can play a game for 10-15 minutes at a time over the course of a couple days. When you start losing them, you can have them take a chess break. After 15 minutes, you should have their focus back. It'll give them something to look forward to as well!

I have allowed my students to play chess in class and even studied it as a unit with my students. Then we played every Friday, after our other lesson. This also led to the creation of a chess team and we went to a couple of "chess meets" in our state.

YES!!!! I think it's great. I always try to find games or something out of the ordinary that has to do with what we are learning. Sometimes I even take my classes to the computer labs to play certain math video games that I've found. They LOVE it! I wish I had enough chess boards for all my students...

I'm not a teacher, but if I was, then I would definitely let my class play chess if they wanted to, after all their work was done.

One of my teachers has a chess board in his room and students routinely wander in and play. Often he plays with them. For a more formal setting it would be a good thing for breaks and whatnot.

Yes, if the students are done with their other work and have proven themselves capible of doing a quiet activity while others work so that nobody is distracted. Chess helps with logic and concentration and it's a good social outlet too!
