An atom with 15 total electrons has the same valence as which of the following?
A)Carbon
B)Nitrogen
C)Oxygen

15 electrons tells you that the atom has 2 e- in first level, 8 e- in second level, and that leaves 5 e- for the third level. Look at the elements in the list and see which one has 5 e- in outer level.

Carbon 2, 4
Nitrogen 2, 5
Oxygen 2, 6
Hydrogen 1

Must be nitrogen.

The electron shells fill up with 2, 8, and 18 electrons. The first two shells are full, leaving five electrons to drop into the third (outer) shell. That would make the element similar to nitrogen, which also has five electrons in the outer shell.
