What would the course in college be?
Anything I can take besides career counselling? social work??

A BA/BS in social work would probably be your best bet. You might minor in business.

There are many people who do a version of the job you describe, the least specific being a financial worker/social worker for the county. Taking psychology, and argumentation and debate will help a lot. Something else you should do is get a real good ground knowledge in a lot of things, this always helps in fields where you will be dealing with people, you can make a friend and "get through" to people easier.
The best thing you can do is to get experience, volunteer at women's shelters, homeless shelters, WIC, etc. Be sure to talk with as many clients as you can, most people are not drawing welfare because they want to be. There are a lot of stories that all end with people walking into the welfare office heartbroken without any hope. These aren't bad people and as many stories and lives as you can learn about can help keep you from becoming jaded later in your career.

The term is CAREER COUNCILOR, the courses is liberal arts, physiology, a minor is business and salesmanship would help.
