Every point on the planet experiences winter in some way. While most experience it as colder weather and occasional snow, others experience it as either a dry season or a rainy season.
The US state that experiences the least variation is Hawaii, and even that state experiences the winter season (locally called Hoo-Ilo) as the wet season and the summer season (locally called (Kau) as the dry season, but the large variations in terrain in this mountainous state produce wide variations within each season, often greater than the seasons themselves. all states in the us have winter. all countries in the world have winter. winter is a 3month period of time that begins at the end of december. it may not snow everywhere in the us but technically every state goes through the season on winter, they do not just skip it and go straight to spring.

All states have winter and all states have had snow. Yes even Hawaii (see www.astroday.net/SummitSnow. html {no space}) and Florida, even as far south as Fort Lauderdale (made big headlines in the local papers when I lived in Miami in the 1960's).

Astronomically, all of them, but in terms of weather you can say that Hawaii doesn't and that parts of Florida, and parts of the southwest (CA, AZ, NV, NM, TX) have winters so mild that they don't deserve the name.
