The answer to your first question is no. The porn industry does not decide what format movies will be produced on. It is decided by the major electronics companies such as Sony, Panasonic and several others.
The answer to your second question is yes you can safely invest in DVDs. There are two new formats: DVD HD and Blu-Ray. However, there is no plan for these new formats to replace DVDs at this time.

If you are asking about porn yes.
If you are asking about movies in general no.
Unlike mainstream titles porn titles go pretty much from the producer to the customer, there is no distributor other than the producer. In otherwords, the person who makes the title distributes the tile as well, so they get to chose whether to put it on VHS or DVD.
You lost me on the investment part.
Are you trying to make porn or watch porn?
To make porn you can do it in dvd form or tape form.
To watch porn you should be thinking DVD because it is cheap and unlikely to be replaced soon for porn.
If you are actually wanting to invest in a medium, dvd offers the biggest bang for your buck right now.
