The Federal system assigns certain responsibilities to the states and others to the National government. The states can make laws regarding schools, roads, families. The central government reserves the duty to deal with defense, foreign relations, currency and so forth.

In the Federal Government laws are passed by Congress and signed or vetoed by the President. The courts determine if the laws are constitutional. The President and his administration execute the laws.
