Unless you are the owner of the site or know the owner of the site there is nothing you can do. People who put up web sites have to pay for the amount of traffic they receive. If they get too much traffic for their plan, the site will shut down.

That means that the site owner has paid for a specific amount of traffic to be carried across the host's servers, and he has exceeded that amount. It's not a problem with your computer, it is the site that has a problem.
