All times are in reference to GMT (Greenwich Mean Time). CDT is one hour ahead of CST, so it's the same as EST. EST is five hours behind GMT. The local time in Paris is irrelevant, since you're referring to time in GMT.

1855 (or 6:55 PM) minus 5 hours is 1355 (or 1:55 PM).

Since Paris is GMT+1 and Chicago is GMT-6 the difference between the two is 7 hours.

However, your question about Central DAYLIGHT Time implies a day while Daylight Savings Time is being observed in the Northern Hemisphere - between April and October. Because Paris also observes Daylight Savings Time (and while London also does, by definition GMT NEVER does) 1855 GMT = 2055 Paris Local time = 13:55 CDT in Chicago.

However, if you asked about a time when Daylight Savings Time is NOT observed (like today, 2007/01/30), 1855 GMT = 1955 Paris Local time = 1255 CST in Chicago.
