Has anybody noticed the bad lighting in college residences and has tried putting their own bulbs in?

Soon i will be living in a college residence building and i've noticed that in order to save electricity residence rooms/bathrooms are not well lit at all. Im considering bringing my own 60 watt lightbulbs and replacing their what seem to be 40 watt. Has anybody tried this and been successful. i.e did not short out/ get in trouble?
