First of all determine what qualities the town has, IE landmarks attractions sports teams, etc. then play off those.

Then enlist people to man the float, decorate it, even ride it, especially those related to the theme. Dress them historically for the theme and have fun .

Blend past historical events on your float.

On the front, leading the way, is the future....the back should be the base or start of the city.

We won best float at homecoming in Penn State with this theme.

Why not find history out about your town and do something of that sorts. Or you could just do a springtime theme with a nature effect. Good luck.
