Okay, let me answer it this way. I assume you are planning a dance recital of some sort. If I were to see my elementary aged daughter performing to that song, I would be very uncomfortable with it. Yes, it can be interpreted in other ways, but it is usually interpreted to be about sex. Couple this song choice with the usual amount of makeup (any is too much) and the inevitable gyration, you have a good chance of upsetting at least one parent. Given all the choice of music in the world, there has to be something that is more appropriate.

knowing elvis personally, i remember him telling me that he was assuredly the king of rock n roll and the pelvic thrust. so a little less conversation is probably really about sex. and no, elementary schools should not be performing it as their dumbass overprotective parents may complain about the inappropriate content the music implies. or this inappropriateness may send the parent into a complaining frenzy attacking other innocent performers of the like.
cheers.

It can be interpreted however the listener wants. If YOU want it to be about sex, then it is.
If children perform it, believing it to be about playing football instead of talking, then that's what it's about.

So yes children should perform it if they want to.
