are you sure you don't just have safemode checked off in the boot options... run msconfig and check the boot.ini tab

Whoa, hold your horses, Reformatting IS a Hassle, to get out of safe mode, you can do three things:
1. Press F8, just after booting the computer, just before the Windows boot splash screen appears, when an option comes out, select Normal Boot or better yet, select Last Known Good Configuration.
2. After Windows has booted up, press start\run then type in chkdsk c: it will then run a chkdsk on the background.
3. After running chkdsk, go to Run again, this time, type in msconfig. A System Configuration Utility window will appear. In The General menu, Click on Normal Start-up, after that, go to the Boot.ini menu. Once you're in that menu, unclick the /safeboot button, then apply all changes, then reboot your PC.
ok, if things don't work out, pop-in your Windows XP CD, then boot it up. You will be given an option regarding your system installation. Press R to select REPAIR Windows Installation.
I wish I could be that helpful, but, I'm also considering Vista... What the heck, stick with your XP first. Vista's still a bit unstable, especially with Gaming.

Boot the computer with the XP CD in the drive and allow setup to begin. When you come to the screen where you select the drive partition you should see the drive listed with all the space listed as unpartitioned. If the drive was in use previously, you'll need to delete all the existing partitions. To do this you'll have to hit the 'D' key followed by the 'L' key. The screen instructions will be visible to guide the process.
Once all the existing partitions are deleted the display will show the total unpartitioned disk space.
Hit the 'C' key to create a partition. If you only want one partition then hit enter and the entire disk space will be allocated to the C Drive, but it will be NTFS, assuming the drive is 32GB or larger. However, if you want to create several FAT32 partitions then do not hit the Enter key. Instead, hit 'Backspace' until the cursor moves to the first digit. Enter the size of the first partition to be created.
repeat the create partition process as many times as you want till all available space is allocated to partitions.
Once all the partitions have been created, use the 'Up' arrow key to select the C drive partition to install XP on and select to format it with FAT32 if you are sure that NTFS isn't a viable file system in your situation.
After XP has been installed and is running, navigate to Disk Management and format the other partitions with either FAT32 or NTFS. This step is necessary before the partitions will be available for use.
Since this is a clean install and the drive has to be formatted, it only makes sense to use the tools that are available in XP without having to bother with a floppy diskette.

The computer had a few viruses and then they took over and kicked it into safe mode. Is it possible to reformat it and get it out of safe mode? Restore won't work apparently... what are the steps I have to take? Thanks!

Reboot your PC and keep pressing the F8 key until you see the menus in the black screen. Select Safe Mode and then hit Enter. That's it!

boot it from the windows cd and choose the repair option. from the text screen that appears type chkdsk c: then press enter

Insert your XP install disk and boot up to it, when asked do not restore, do a complete new installation - it is the safest.
