And harry is mistaken: the transition is called an equinox, which takes place once in September and again in March, not Jan 1.

the sun always rises in the east. But as the seasons change the sun will be in different hemispheres.
in the summer months in North America (above the equator) the sun is in the northern hemisphere and in the winter months the sun is in the southern hemisphere

It depends on your latitude/longitude. To be scientifically correct - you should answer that the sun does not rise at all. The Earth has rotated so that the sun is now visible to us again in our location.
