I guess it could be described as your "second sign"; it's the sign that has the most influence over you next to your sun sign. Depending on what your sun sign is, the rising sign can have a moderate to significant effect on your personality and appearance. In Western astrology, the rising sign represents "the mask", or the way you come across to others.

Let's say you are a Virgo sun with Pisces rising.

Right now the long-term transit big energy involved Jupiter and Pluto in Sagittarius, Uranus in Pisces, and Saturn in Leo until September when it enters Virgo.

So internally, Virgo is prone to feel the effects of what has been a long transformation involving family, home and roots in the community (4th house), and this year Jupiter brings a feeling of optimism in these areas. I'm a Capricorn. You really have to look at aspects, too, because I think the rising sign is more about subtleties. I have Pisces rising with a lot of aspects and Juno conjunct my Ascendant, and it explains so much for me. p.s., If your family all looked just alike, how do you tell each other apart? :-)

Not sure about it being a second sign (and I'm probably not 100% right on this) but I think it has something to do with your personality, how you act.
