Why does potassium sulfrate become cold when mixed in water?

I assume you mean potassium sulfate.(K2SO4)
Basically, the bonds between the Potassium ions and sulphate ion requires energy to break. Heat is a form of energy is absorbs, so it absorbs the energy (heat) from the water, making it colder.
