Realistically, it should be the same timeframe required for either of you to end the lease at it's term, so anywhere from 30-90 days, depending on your lease.
Under no circumstances can he change it mid-lease, just because his costs went up a bit.

Usually depends on the type of tennancy agreement you've got, eg., assured shorthold, etc.,
Best to go to the Citizens Advice Bureaux with your tennancy agreement.

It should say in your contract. if not than atleast a month or the term of your notice period so if you dont agree you may give him notice to leave.
