Yes you can dial 911 on a non-service phone. They give the phones to people that cannot afford them so in case of an emergency they can call 911

Yes, its true. Most phones work if you dial 911. Like one time, my sister was messing with a payphone. She didnt even put in coins but she dialed 911 and it went through. The lady gave her a scolding. I was just laughing my head off (Nah, I was kinda scared)

Yup, even locked cell phones have to be able to dial 911.

It depends on your cell phone company. Some companies charge a minimum fee a month (like $2) where they will hold onto your number after you cancel and let you make emergency calls with it.

Other companies allow you emergency calls for a period of 3 months after cancelling (ie Telus).

No matter which company you are with, they all will only give you a limited amount of time after you cancel to do anything.

some say emgncy (911)only that means you have just 1 bar so you can only call 911
