Yes - it's a fine idea! Maybe they could do it like the Most Wanted posters in the post office and post the avatars beside the number of violations.

I know...I had 2 questions in a row removed. I thought they were semi-harmless. I can't even get credit for being good at something bad. Geesh, the story of my life. I was told "Be good...or be good at it."
