Lord Byron-- he challenged Mary Shelley and her husband, the poet Percy Byshhe Shelley and another guest to each compose a story of their own, the contest being won by whoever wrote the scariest tale. Mary Shelley won, with Frankenstein. This happened in Switzerland, during the summer of 1816, when the weather was wretched due to a volcanic eruption that blocked the sun.

I'm not sure who created it. But I think you are asking about the ghost-writing contest in which Mary Shelley submitted her work Frankenstein in June 1816. Lord Byron suggested that she enter it while she and Percy Shelley were visiting him in Geneva, Switzerland.
