I don't think that it is a terrible fashion faux paux as the others. I have seen black tights worn with everything, and they are always being shown with shorts. In the right circumstances I think it is fine, and may even indicate there the lady is a little sexier than most fashion conscious lemmings out there who go around with bare legs and heels because some fashion designer said it was OK. Actually it is sometimes quite gouache, hosiery is a luxury item, and should be worn with dressy clothes and heels.
I have worn sheer black stockings with hot pants to night clubs with my husband and they looked great!.
