Outside of mutual defense treaties with other countries, there are, as far as I know, no fixed policies. They are determined by the administraton for each individual case. In general, our defense policy is the enforcement arm ouf our foreign poligy

The US used to have the Monroe Doctrine--no communists in the Western Hemisphere. Eventually the country moved on to the role of human-rights policeman, threatening countries who abuse their citizens with economic and maybe military sanctions. The US has signed treaties to prevent the proliferation (spread) of weapons of mass destruction, such as chemical, biological, and nuclear weapons, and often defense policies have those goals in mind. With the present war, The US expanded that policy to include pre-emption, that is, they won't wait for a violation of these treaties if we believe that a government intends to violate them or is in the beginning stages of violating them (in my opinion, a low point in foreign relations). Finally, anyone should realize the roles money and stability play in the way these policies are carried out--often there needs to be a 'real' reason, like money, strategic materials, or military considerations before it will be important enough for the government to spend tax dollars on.

War is the last step in diplomacy. First you ask nicely, then you try to get the rest of the world to ask nicely with you, then you mess with their economy to get your point across. If none of that works, you convice them at the point of a gun.
