You might get a reply, but the chances of your letter actually being read by him is slim to none unless you agree with him.
The White House staff responds to the usual run of letters.

Chances are close to zero. He never reads letters. There should be a separate department for that. If they think it should be replied, THEY do and then just ask president to sign it. That's how it happens in most countries.
