Depending on where you are you may not be able to make any modifications except visual. Smog control laws interfere with making changes that add power.
Power
Cold air and free flow intake
Headers and dual exhaust
Putting larger tires on your car will give it a higher top speed (I went from 15" dia and 5" width to 16" dia and 8.25 width
Change your Cam (not radically) - I am putting in a high torque, low RPM roller cam (BTW I have a truck, 1969 so I can do anything)
Bore out the engine giving you more volume which gives more power (I'm going from 350 to 383)
Higher compression for better burning (but then you need premium fuel)
I plan on ordering all of my parts from the company that I trust here in my neighborhood, they will do the machining and put in the cam as that is the hardest part - everything else will be done in my garage.

Forget about trying to make it fast. For the fast you may want, you need a bigger engine and accessories to run in the $5000 price range.

I presume you just want it fast for around the streets now. Not racing.

1. When you change oils on tranny and engine, use synthetic oils.
2. Use gas additives constantly to keep engine clean.
3. If you have a v6, see about putting a dual exhaust system. Put some pipes to make it rumble nice. Plus dual exhaust increases engine performance a notch or two.
4. You have to shop around. When you buy your mufflers, you should check around and see what you want to put on first. Then you check on line and the stores for who sells that brand the cheapest.
5. If you live close to the Mexican border, go to a re-upholstery shop there and ask what they charge to do your insides. This girl I know got her inside done for $100. Seats, front and back, headliner and carpet on a camaro. US price for one seat was $200. If you do it over the border, use Naugahyde(Spelling so so) as it is like simulated leather and really trick out your ride.
6. You will need to put anti-theft deterrents on your car. Check out jcwhitney.com and they have some good ones there. But DON"T TELL your buddies though. People will talk about your hot car and the stuff you put in so no one will steal it.
7. If you get your tires, try places like Discount Tires. So if your tires ever have to be replaced you only pay for the warranty. Other places will prorate your tire and give you credit for what you use and still pay for a warranty. Check for store policies around your area, if not a Discount nearby.
8. If you get a paint job, sand the car yourself if you know how. Otherwise, get a good paint shop to do it for you. I found it cheaper to buy the paint myself and then go to a Auto paint place and pay their price but I still supply the paint I want. They usually do not have the paint color I want. I sand it myself cuz the paint places usually LIGHTLY sand it, unless you have the big bucks for a professional paint job.
9. After you do this and get your ride done. Make sure you have lot of protection in the glove compartment for when the babes start hitting on you.

I'd sell it and use the money to get a rear wheel drive car. Trying to make a front Wheeler go fast is a losing battle.
