This may sound silly, but have someone push down on the hood near the latch while you pull the cable release. You may have to hit the hood rather sharply with your hands several times, but unless the cable is broken, it will work.
Once you get the hood open, spray the latch with lithium grease (available at any parts store) and you should have no more problems!!

I had the handle of a hood break of ; what I had to do was build a new handle out of doweling, a hanger and epoxy. Once it set I was able to unhook the hood (it helped if someone pushed down on it while I was pulling the lever I made. After that latch came undone it is a simple matter to reach the second latch like you always did before

If the hood tilts forward, you can remove the grill and unbolt the hood hinges to remove the hood. This would be best done by a body shop if you have no experience. I did it on a Honda Accord, but I was doing body work professionally at the time. Lamar is right, you need to take it to someone.

Get a pair of pliers, lay down, and reach up from under your car, and yank on the hood release cable. This goes to the latch, and is usually a small black cable. If you can't reach it from there, you might be able to reach it from thru the grill, Good Luck!!

If you can't get it open, take it to a mechanic and pay them to try it.
