Without a doubt Captain Kirk was more experienced and smarter than Captain Picard who was such a wimp in the first couple of seasons of ST:NG. Kirk had "street smarts" where as Picard was more of a classroom trained Captain. Kirk would never surrender the Enterprise or get beat up by aliens. Plus he always got the chick.

Picard was a Renaissance man. You saw him playing a musical instrument, taking part in plays, attending concerts, study archeology, etc. About the only things you saw Kirk do was fight, fall in and out of love, fight, go on away missions, fight, commit perfidy, fight...etc.
A lot of this is due to what the networks wanted vs what Roddenberry wanted. Gene wanted to show the future in a bight light with love and peace, a happy future. NBC wanted a WAGON TRAIN IN SPACE with lots of action. You can see the two different views in the first two pilots. In "THE CAGE" it was all about the mind and perception of what is real and what is not. In "WHERE NO MAN HAS GONE BEFORE" it is about absolute power corrupting absolutely, with a nice fight scene and the introduction of the phaser rifle.
Gene never got over having to change what he wanted STAR TREK to be, but he did manage to get in some nice sermonettes into the show. My favorite was OMEGA GLORY where the East and West on a planet like earth had a nuclear war and after centuries, the YANGS (Yankees) were able to return home and retake their land. (Shades of the Jews returning to Israel!!)
When Gene was approached about making a new TV series, after the Star Trek franchise took off, he was able to make the Star Trek he wanted with TNG. Notice the characters had little interpersonal conflict, it was only with others that there were problems. Also note how many of the episodes ended without Picard having to blow something up or getting into a fight.
When Gene passed away, the networks got their way once again with Deep Space Nine, considered to be the "darkest" of the Star Trek shows. Lots of interpersonal conflict, even between those who were suppose to be allies.
Finally, with Voyager, we got a show with a great balance. Action, thought, with an occasional strategic retreat by the ship.
An admission that sometimes cutting and running is the best thing to do IF the enemy can not follow you home. (and there is my sermonette, you can not cut and run if the enemy can follow you.)

Picard, he had the better ship, crew, and resources! Plus L'wxana Troi was much cooler on The Next Generation than she was either on the original Star Trek.

Hands down, Picard is most definately smarter than Kirk. Kirks to busy running around ******* every female in sight.
