The temperature is cold , highs around 30 degrees, but no snow on the ground or forecast for the next few days

Sure you can, but you will be sorely disappointed with the results. Not only will birds eat most of the seed, but what is left will not germinate until the ground warms in the Spring. You do not mention your general location which would enable me to determine your planting zone and offer some specific advice. In lieu of that fact, my best advice is to follow the directions of lawn experts. Here are a couple of links to my favorite lawn care websites:

You can determine your planting zone at either site. Once you know your zone, you can choose the best variety of grass for your yard. Either site will offer lots of professional advice regarding all aspects of lawncare.

Hi Just rake the bare area level with fine soil/sand water area and sow seeds by hand over seed than under to give a better chance.If you use a hover mower then this will scatter the seeds so you have to be patience and wait to grass seeds to grow,as to mowing new grass it will effect it only in a small way Good luck John

When spreading seed, it is imperative that it is done when the seed can germinate. If done in the winter, the seed will rot and be useless by the time spring comes. Wait until about March... you'll be happy with the results

You'll be throwing $$$ away to do that as the seed will degrade and disappear. By Spring when the proper germination requirements are met, there won't be enough live seed remaining to be spit's worth of good.

No - with the temperatures in the 30's the ground is frozen and grass will not grow!! You need to plant in the spring & fall. First you need to thatch and aireate - seed and then water, water, water!!

You can spread whatever you want on your lawn, anytime, if it'll do something that i do not know.... maybe it'll sprout sometime in the spring? I dunno...
