If you rescinded your notice, he can't hold you to it. Your boss is trying to play games with you. I guess you could play along and write that if he doesn't keep you then it's consider a termination on his part and held against the company when applying for unemployment insurance and state or federal aid. You could also state that since this means being fired for no real reason, you could file suit against the company.

Yes, I think he's got an excellent idea there! You are only being asked to show that you really want the job and that he can trust you to be a partner! This is not a punishment. Think of it as a challenge to knowing more about yourself! Are you a true person or a wishy-washy? What are your goals? Do you have any real goals or are you just wanting a buck here and there?
You have a long life to live and if you want it to be a good & full life you need to learn a lot about yourself. What do you really want? Do you want to have a good life or be a useless bum? Do you want to contribute to your country's "backbone" & help make it strong and viable? Do you want to have a wife and loving kids one day? You'll need to be able to support them.
Think about what interests you. Do you have a high school diploma? If not, make sure you study hard, get good grades and that you KNOW the material !!! That is your KEY TO THE FUTURE -- without it you have little to NO chance in today's world. Beyond that you will NEED a highly desired SKILL or a COLLEGE DEGREE in something highly desired: doctor, lawyer, engineer (as in road & bridge building, dam builder or designer), scientist to find cures for diseases or to fight terorist designer diseases, there are many things that you could do that would be exciting & challenging that would make your life matter, really matter. You could join the airforce and be a fighter pilot, learn engineering, be a mechanic for jets, someday be a commercial pilot. There are a thousand things you could do! I wish I could do it all again !!! There are so many dreams I didnt fulfill! So writing this paper is something you will really be doing for you !!!
Make an outline of what he asked you to respond to & respond. Also write about how this job will prepare you for the future and our society's future! Tell how you will use this job to learn skills for life and what you'll do from now on to help build this business as you learn, because it makes up part of our economy and the economy is what everyone depends on!
I hope you'll use this as an opportunity, because it is. He sounds like a THINKING BOSS, and I think he's trying to help you learn! BEST WISHES, AND A WONDERFUL FUTURE !!!

You didn't say why you put in notice. Did you have another job? Was it a good reason you had for giving notice? Did you explain it to your employer? Fill us in a bit.
I was very discouraged to see so many negative responses to your question. I guess that's what's wrong with the country nowdays. No one wants to take responsibility for their acts, just see what you can get or what you can sue for -- that's NOT what built this country !!!!! Buck up people !!!

I hope you had another job lined up, because you're history at this one. The boss is totally within his rights to replace you or not allow you to stay; and, he's deliberately making it hard for you to stay and easy for himself to say 'no.'
Even if you stay, you're toast. You won't be able to ask for a raise, because 'we let you keep your job, and that's good enough.' You'll have to be his slave because you 'owe him.' He thinks if you were dissatisfied enough to quit, then you won't be satisfied to stay, and will continue to look on the sly.
He probably thinks the only reason you changed your mind is that your other offer fell through, and now you're in a bind.
I hate to be negative, but from what you wrote, he wasn't happy with you anyway (how will you change, why should he want you, how will you improve, how will you be a team player). Sounds like you're on probation, and I just don't see the love returning.
ADDITIONAL:
I'm sorry to disagree with Larry (above), but in most states - Texas, for sure - yes, he CAN hold you to it. You gave notice, and all he has to say is they've already offered your position to someone else. Here, they can let you go for any reason or for no reason; so, you couldn't sue, cuz they don't have to have a reason. The boss may be playing games with you, but it sounds like he wasn't overly fond of you to start with.
I'll say it again: It may have been a mistake to think about quitting; but, now you've 'put yer hand to th' plow.' Don't look back.

I would suggest writing the paper if you want to keep your job. And it's an essay, not S.A. I might also recommend taking it to a local library and see if someone could proof it for you.

don't you just hate looooong drawn out answers that take 20 minutes to read?
Anyhow, I don't know how things are done in texas but in the USA, the employee has the right to withdraw notice. I know because I've done it twice in my life, once in Kansas and once in Missouri. Believe me, in both cases they didn't want me there but had to stick it out with me until I left for certain (on both occasions they wanted someone new so they could pay them less).

If you really want the job, do as he says. What should you write about? The things you listed he wanted you to cover would easily take up a page or two.
I say he sounds rather petty and high school-ish. If you can do without the job, leave it and go find another.
