Yes it is. There are some areas (I believe) that allow 14 year olds to drive vehicles for farm usage as long as the vehicles aren't on major roads. But really, only on your personal property could you legally let a 14 year old drive for practice.

Uh, yeah. If they do not have a permit and are not of legal driving/training age, then they cannot drive on the public roads, even if they are "back roads". Other people use those roads, how dare you endanger everyone else?

Suggestions of places to drive with your underager: On PRIVATE roads or in PRIVATE parking lots (thats where I learned).

Depends on wither or not the 14 yr old can get a learners permit in your state If if he or she has one then it is perfectly legal if not that person can be charged with operating without a valid license and you would be charged with allowing an unauthorized person to drive

If you drive a State-owned car, then you must obey what the State tells you what you can and cannot do with their car.

Their instructions to you are contained in the "Vehicle Code".

If you are an unenfranchised individual and have in your possession the Manufacturer's Certificate of Ownership, and have never registered the car, then it is legal for your 14 year old to use that automobile for private travel. But he can't "drive" it, that's a technical term reserved for commercial operation of a "vehicle".

The second you call the auto a "vehicle" it becomes a device in commerce and subject to the Vehicle Code.

Yes, and no. if this is a dirt road or gravel road back at mom and pops farm,or, their gravel loop, no cop is going to come and arrest you.

But public roads is a searious problem obviously and should not be done, even if its out in the boonies.

dirt: yea okay
gravel: in rural area
street asphault: not anywhere
