A friend tells me that using a fax modem in your computer and an ADSL internet connection, you can create a second phone line. He tells me that this is not VOiP, and involves tricking the modem into using the adsl connection rather than the phone line, and plugging a standard phone into the fax modem allows you to make and recieve calls on this virtual line. Is this true, and how can I do it? I cannot seem to find an an answer to this question from searching the web, all I get is VOiP related results, which my friend assures me this is not.

I don't understand how this would work. You can use Skype. www.skype.com but this is VOIP. Or you can use your phone using www.vonage.com thought an adapter, but this is also VOIP. ADSL uses a filter because voice and data are sent at different frequencies.

This is why we have VOIP and not just a phone plugged into the PC modem. Voice is converted thought your PC into data and then sent though to another PC or adapter and changed back into voice. Well I think that's how it works.
