Professional etiquette and necessity. You wouldn't be there showing off your po-po in the first place unless you had to for medical reasons.
Out of necessity you show the doc your po-po. But he does NOT need to see you get dressed or undressed. That's creepy!

By the time you're dressing, the exam is over...plus it's more comfortable and appropriate for the patient to dress privately

Even though they are seeing all inside of you I guess they figure there are some women who are still shy about standing up and exposing the rest of them. It is a respect thing is what my doctor told me. So she told me its different when they are doing their job and looking at you but they would rather not see more then they have to. So go figure!

At $600 an hour, she/he won't be wasting time watching someone undresses, probaby taking glups from the bottle or a talk with the stock brokers.

b/c they're trying to be respectful to you. They're not mind readers and it would be to rude to ask, "Do you mind if I just stand here and watch you get dressed?" Besides, they may leave the room to get paperwork started or check on another patient that's being prepped for their vistit.

purely out of respect women find it hard enough to deal with the situation without them hovering as you get dressed. It is their job to check to see if you are healthy not to see if you put your panties on the right way

For the sake of their patients' privacy. I wouldn't want someone I hearly know watching me undress. It can also be a liability, as some might view it as sexual harassment.

Because he doesn't want to look at any more of that nastiness than he/she absolutely has to. Do you blame him? I mean think of all the lumpy, jiggly, smelly, funky, blubbery stuff that he has to look at everyday. I don't see how they can even eat with all the grossness that they have to look at everyday.

So you feel like you have some privacy.
But lets face it when the docter does the work on you...no privacy at all.
Peace:
